INDEPENDENT STATE OF PAPUA NEW GUINEA - PAPUA NEW GUINEA FOREST AUTHORITY
EXPRESSIONS OF INTEREST FOR DEVELOPMENT AND MANAGEMENT OF A STATE MARKETING AGENCY
IN PARTNERSHIP WITH THE PAPUA NEW GUINEA FOREST AUTHORITY

The Papua New Guinea Forest Authority (“the Authority”) is an established statutory corporation with regulatory and administrative powers and responsibilities to manage the forest industry sector in Papua New Guinea.

The Authority is charged with the responsibility of carrying out the State Purchase Option (“the SPO”), a statutory requirement stipulated in all approved timber permits. This enables the Authority access to more than 500,000 cubic meters of round logs based on 25% of the total annual log export quota.

As part of its economic reform and development strategies, the Government of Papua New Guinea has issued directions to the Authority to establish a State Marketing Agency (“the SMA”) to fully operationalise the SPO. The Minister for Forests is empowered under Section 42 of the Forestry Act 1991 to establish such facility, and having consulted with the National Forest Board, he now intends to establish as a division of the National Forest Service, the SMA.

This advertisement therefore seeks expressions of interest from suitable investment and development partners with extensive experience in international timber trade and tropical timber product sales and marketing. The successful applicant will be given the right to negotiate and if successful, be offered a contract of service for an initial period of five years with an option for extension.

Interested applicants will be required to lodge their expressions of interest by way of a development proposal in accordance with Guidelines for Proposal Format and Content, to be obtained from the Authority.

Application lodgment fee is USD5,000 (non refundable) to be made out in Bank Cheque or Telegraphic Transfer in favor of the PNG Forest Authority.

Application closes at 5.00 p.m. Friday 20 June 2008, Papua New Guinea time.
